Paul Taylor is a registered professional civil engineer and business owner. He has a Master’s Degree in Civil Engineering from the University of Alaska Fairbanks and is licensed to practice in Alaska and the Yukon. He holds specialized education in the fields of labor negotiation and arbitration and finance from the University of Michigan Ann Arbor.
Mr. Taylor has provided exceptional professional engineering and project management services to clients throughout Alaska and the Yukon for the past thirty years on projects as diverse as conceptual planning of harbors and railroads; design of highways, airports and marine docks and railroad operation. Pacific Contract Company specializes in project planning, permitting, design, budgeting and project construction management.
- Project Manager of the Municipality of Skagway Port Plan.
- Designed and presented the Conceptual Plan for Skagway Small Boat Harbor.
- Completed Municipality of Skagway construction projects for flood control, harbor improvements, bridge, seawalk beautification, Pullen Creek Fish Enhancement Passage.
- Completed multiple Municipality of Skagway environmental permitting projects.
- Currently managing construction of new clinic building, Seawalk Phase 5, wave barrier dredging and entrance surge control, cemetery and lookout renovation, West Creek Pedestrian Bridge, water booster pump station and new well.
- On behalf of the University of Alaska, conceived and promulgated Skagway Port Improvement Plan for Alaska Canada Rail Feasibility Study including detailed capital, revenue and operating costs for Southern Yukon Rail Service.
- Presented report entitled A Practical Case for Resumption of Rail Freight Service to the Yukon to joint session of Senate and House Transportation Committee, 2004.
- As Alaska DOT Construction Project Manager, directed efforts of multiple professionals in the design and construction of airports, highways, bridges and ferry terminal projects throughout Southeast Alaska.
- Team member of Juneau Access Highway Supplemental EIS under National Environmental Policy Act.
- As President and Chief Operating Officer of White Pass & Yukon Route RR, formulated the business plan to generate tourism and freight traffic enabling the reopening of the mothballed railroad.
- Rebuilt the Railroad Dock, modified the Ore Terminal Dock and designed and built the award-winning Broadway Dock to facilitate cruise ship traffic.
